Burbank's pre-approved ADU program
The City of Burbank runs the Burbank Preapproved ADU Program (BPAP), a library of ADU designs already reviewed for code compliance. The city says pre-approved plans can shorten permit issuance to about 30 days. The program covers new detached construction only; garage conversions go through the standard permit path.
Keep in mind:
Pre-approved designs are capped at 850 square feet for studios and one bedroom units and 1,000 square feet for two bedroom units, with a lower cap in very high fire hazard zones.
The Rancho area does not allow new ADU construction.
ADUs over 750 square feet may owe a share of development impact fees, and the school district collects its own fees.
